Description

Incorporated in 1976, Pure Cycle Corp. is a Watkins, Colorado based water asset company. Pure Cycle owns water assets in the State of Colorado in the Denver, Colorado metropolitan area and provides wholesale water and wastewater services to customers located in that part of the state. In addition to owning/controlling water assets, the Company also designs, develops, and maintains the water and wastewater systems it operates.   PureCycle provide its services to governments, commercial and industrial customers in a sustainable, reliable and environmentally responsible manner. 

More specifically, Pure Cycle is a vertically integrated water company, which means they own all assets necessary to provide wholesale water and wastewater services to their customers. This includes owning water rights which they use to provide domestic and irrigation water to wholesale customers (they own surface water, groundwater, reclaimed water rights and water storage rights).  It also includes owning infrastructure (such as wells, diversion structures, pipelines, reservoirs and treatment facilities) required to withdraw, treat, store and deliver water, as well as infrastructure required to collect, treat, store and reuse wastewater, and (iv) infrastructure required to treat and deliver reclaimed water for irrigation use.

Through much of 2014, Pure Cycle was able to generate a new and perhaps somewhat unexpected revenue stream from the sale of water for hydrologic fracturing (“fracking”). The state of Colorado has historically been a considerable producer of oil and gas resources.  More recently, unconventional sources of oil and gas, which are typically exploited through technologies such as fracking, have contributed to ever increasing portions of the state’s oil and gas production. Fortuitously, Pure Cycle’s water service area happened to be located in an area where some of these new unconventional resources were being recovered.  As a result, the Company experienced a bump in water sales into that development. Moreover, the Company, along with its water rights in the area also happened to own some mineral rights, which they have been able to monetize in conjunction with relevant oil and gas production in the area. While that portion of new business has been impaired by low oil and gas prices, it remains a significant wild card should prices (and domestic production) improve. 

In addition to the above, Pure Cycle owns approximately 930 acres of a fully entitled Master Planned Community Development Project along Denver’s primary east/west transportation corridor Interstate 70. Historically, the Company has had to rely on new development by others in their (water) service area in order to grow their residential and commercial water business.  This development may put some of that process in their own hands.  Moreover, approximately 12 months ago the Company completed a sale of some Arkansas River assets for $44 million.  That sale provides the Company with the capital to pursue their plan to further develop and sell the vast water resource they control.
